Senior official stresses accountability in Cambodia’s social protection system

PHNOM PENH, March 20, 2026 (KPT) — A senior Cambodian government official has stressed the importance of accountability and integrity in the country’s social protection system, as Phnom Penh moves to strengthen governance and legal oversight of national assistance programmes.

Chin Malin, secretary of state at the Ministry of Justice, made the remarks at the opening of a national seminar on “Accountability and Integrity of Cambodia’s Social Protection System” in the capital.

He said the seminar reflected a collective commitment to implementing social protection in line with the principle of “protecting all citizens with fairness, integrity and efficiency.”

Malin noted that the government’s Phase 1 Pilot Strategy under the National Social Protection Policy Framework 2024–2035 aims to build a comprehensive system supporting inclusive development, poverty reduction and citizen well-being.

He stressed that policies are being implemented in strict accordance with Cambodia’s legal framework and constitutional provisions, adding that a strong legal foundation is essential to ensure accountability, clarify institutional roles and maintain public trust.

Malin also underscored the importance of complaint and dispute-resolution mechanisms, describing them as vital to protecting citizens’ rights and ensuring fairness, non-discrimination and integrity in social protection programmes.
