Cambodia Revokes Shang Hai Casino License After Online Scam Raid

PHNOM PENH, April 3, 2026 (KPT) – Cambodian authorities have revoked the license of the Shang Hai Resort in Svay Rieng province after a major raid uncovered online scam operations involving more than 100 foreign nationals, officials said Friday.

The General Secretariat of the Commercial Gambling Management Commission of Cambodia (CGMC) said the operation was carried out on April 1 in cooperation with national police, provincial security forces and prosecutors. The raid targeted SHANG HAI RESORT Co., Ltd., which operates the Shang Hai Resort casino in Samraong commune, Chantrea district.

Investigators discovered activities linked to online scams, confiscated equipment and detained 107 foreign nationals of four different nationalities, including 26 women. The detainees were handed over to relevant authorities for further legal procedures.

CGMC said the casino had violated regulations under the Law on the Management of Commercial Gambling. As a result, Casino License No. 040, issued in July 2022, was revoked in accordance with a decision dated April 3, 2026.

The commission stressed that the move was part of Cambodia’s wider campaign against online scams, launched under Royal Government Command No. 01 in July 2025. It pledged continued cooperation with the Ad Hoc Commission for Combating Online Scams and law enforcement agencies to inspect other casinos suspected of involvement.

The government remains committed to eradicating online scams, which they view as a growing threat to national security, economic stability and Cambodia’s international reputation.
