Cambodia outlines new law targeting online scams at diplomatic briefing

PHNOM PENH, April 9, 2026 (KPT) – Cambodia has briefed diplomats and international organisations on a new law aimed at tackling online scams, as authorities intensify efforts to combat transnational cybercrime, officials said Thursday.
The legislation, which came into force on April 7, was presented during a diplomatic briefing in Phnom Penh on April 8. The session was led by Senior Minister Chhay Sinarith, head of the Secretariat of the Commission for Combating Online Scams.
According to a statement from the foreign ministry, Sinarith thanked foreign missions and partners for their cooperation, describing online fraud as an increasingly complex and cross-border threat.
He warned that such scams posed serious risks to public security and Cambodia’s reputation, as criminal networks adopt more sophisticated technologies.
Sinarith highlighted a nationwide crackdown led by Prime Minister Hun Manet, which he said had already delivered “significant results”.
The new law introduces stricter penalties and provides what officials describe as a more comprehensive legal framework for law enforcement.
He said enforcement would be “firm and transparent”, while ensuring due process and protections for victims, cooperating individuals, and legitimate property owners.
Sinarith also pointed to growing technical challenges, including the use of artificial intelligence, encrypted platforms, and fraudulent investment schemes.
The government said tackling technology-based scams remains a top priority and called for continued international support, including capacity building, technical assistance, information sharing, and coordinated repatriation efforts.
