PM Hun Manet: New Conscription Law Reflects Global Security Challenges, Boosts Defence Readiness

PHNOM PENH, May 12, 2026 (KPT) — Prime Minister Samdech Thipadei Hun Manet has said Cambodia’s new military service law is a cornerstone of national defence, describing it as part of a “peace through strength” approach to global security challenges.

Speaking at an extraordinary session of the National Assembly on May 12, Samdech Thipadei Hun Manet said strengthening national capacity was a necessary response to current realities.

“This is a new approach in Cambodia; whether we like it or not, we must acknowledge it because it is a reality, and we must strengthen ourselves,” he told lawmakers.

The remarks followed the unanimous passage of the draft law, approved with 114 votes in favour. The legislation requires Cambodian men aged 18 to 25 to complete 24 months of compulsory service, extendable by six months if needed. Women may serve voluntarily.

The law also obliges dual nationals residing in Cambodia to serve, while exemptions apply to monks, clergy, persons with disabilities and specialists in key national roles. Penalties for draft evasion range from six months to five years in prison, alongside fines.

At the same time, the framework offers incentives for conscripts, including preferential access to jobs, job security for current employees, continuation of education and financial allowances during service.

Samdech Thipadei Hun Manet said the updated law is intended to improve military readiness and human resource development within the armed forces, which also contribute to disaster response and national support operations.

Cambodia first enacted a military service law in 2006, but officials said the revised version reflects evolving security needs and efforts to modernise defence policy.
