Cambodian Researcher Calls for Stronger AOT and Future Regional Peacekeeping Mechanism

PHNOM PENH, May 20, 2026 (KPT) – A Cambodian regional affairs researcher has urged ASEAN to strengthen coordination, transparency and institutional development within its conflict monitoring mechanisms, suggesting the bloc could eventually establish a regional peacekeeping force.

Him Ratha, Deputy Director at the Cambodian Center for Regional Studies, described the ASEAN Observer Team (AOT) as a “breakthrough concept” introduced under Malaysia’s chairmanship in 2025 during the Cambodia–Thailand conflict.

He noted the idea drew on Malaysia’s earlier participation in the International Monitoring Team in the Philippines during peace efforts in the 2000s.

Ratha said while some critics argue the AOT has not significantly contributed to peace facilitation, its role should be understood as monitoring and observing developments rather than directly resolving disputes. He pointed to structural limitations, noting that separate observer teams for Cambodia and Thailand appeared to operate independently without a clear coordination framework.

“For the mechanism to be more effective, there should be stronger integration and transparency,” he said, adding that impartial monitoring could provide a more balanced perspective for the international community.

He suggested ASEAN could use current experiences to build stronger regional security mechanisms, eventually considering the creation of a peacekeeping force as part of a more institutionalised conflict settlement framework. Such a mechanism, he said, would be particularly meaningful for countries like Cambodia, which have endured civil war, political violence and foreign aggression.

While acknowledging that such an initiative would not emerge soon, Ratha said it could serve as a long-term vision for strengthening ASEAN’s peacebuilding role.
