MoC Moves to Simplify Business Registration in Digital Push

PHNOM PENH, May 27, 2026 (KPT) — The commerce ministry of Cambodia (MoC) has unveiled new reforms to streamline company registration and ease administrative burdens, part of a broader drive to strengthen digital governance and attract investment.

MoC said second phase of reforms eliminates hard‑copy filing requirements for incorporation documents, with authentication now conducted through the government’s verify.gov.kh system.

Financial deposits linked to company secretary appointments have been scrapped, while domestic branch registrations will be handled entirely online. Firms will also no longer need to notify the ministry when changing branch directors.

The ministry announced the creation of a special working group to assist the private sector with annual declarations and recovery of lost login credentials, with services provided free of charge. The group will also help companies update filings online, aiming to reduce delays and costs for enterprises.

Authorities confirmed revisions to Chapter 10 of Prakas No. 117 issued in December 2025, which set out business registration simplification procedures. At the same time, the ministry unveiled upgrades to its online platform designed to improve cybersecurity, system efficiency and operational stability.

According to MoC, annual declaration filing function has been restored and is now operating normally following the latest system improvements.

The reforms form part of Cambodia’s wider effort to modernise its regulatory environment and strengthen investor confidence, with the government pledging to continue cutting red tape and expanding digital services to support business growth.
