Cambodia Seeks Stronger Regional Cooperation to Tackle Online Fraud Networks

PHNOM PENH, June 16, 2026 (KPT) – Cambodia has renewed its pledge to dismantle technology-based fraud networks and urged closer regional cooperation to combat transnational cybercrime.

At a meeting on June 15, Chhay Sinarith, Permanent Vice Chairman of the Commission and Head of the CCOS Secretariat, held talks with You Xiaowen, Secretary-General of the Lancang-Mekong Law Enforcement and Security Cooperation Center (LMLECC).

Sinarith outlined Cambodia’s efforts to crack down on online fraud operations, citing measures such as the ATFC mechanism and the Law on Combating Technology-Based Fraud.

He stressed that enforcement must target criminal networks, their leaders, accomplices and all individuals involved.

He said Cambodia’s strategy hinges on collaboration with regional partners to investigate, suppress and prosecute networks linked to online fraud, money laundering, human trafficking and other transnational crimes.

He also announced plans to host an International Conference on Combating Technology-Based Fraud, expressing hope for LMLECC’s support.

You praised Cambodia’s initiatives, calling technology-based fraud a “complex transnational challenge” that demands close cooperation among affected countries.

He emphasized the importance of collaboration in the Greater Mekong Subregion to monitor and manage cross-border criminal activity.

The LMLECC chief reaffirmed support for Cambodia’s anti-fraud drive, pledging cooperation in information sharing, investigations, disruption of illicit financial networks and law enforcement training.

He also highlighted assistance in evidence collection, forensic analysis and DNA expertise.
On the planned conference, You said LMLECC was ready to participate and mobilize its regional network to ensure success.

The meeting concluded with both sides exchanging views on the evolving threat of technology-based fraud, the challenges facing law enforcement and opportunities to strengthen cooperation through regional and multilateral mechanisms.
