National Bank of Cambodia Places Panda Commercial Bank Under Temporary Administration
PHNOM PENH, Feb 24, 2026 (KPT) — The National Bank of Cambodia (NBC) has placed Panda Commercial Bank under temporary administration after finding its financial condition had deteriorated, raising concerns over its ability to continue normal operations.
In a notice Monday, the central bank said the move was made in line with banking laws and prudential regulations following supervisory assessments of the lender’s financial status.

NBC appointed Morisonkak MKA Audit-Accounting as temporary administrator and liquidator, granting the firm full authority to manage the bank’s operations and assets effective immediately.
During the administration period, Panda Commercial Bank is barred from conducting new activities, including accepting deposits and issuing loans. Depositors have been advised to prepare documentation to withdraw funds, while borrowers must continue servicing loans. Repayments will follow the priority order set under the Law on Banking and Financial Institutions.
Licensed in 2019, Panda Commercial Bank reported assets of about $776 million at the end of 2025, with outstanding loans of $536 million, deposits of $502 million, and a market share of 0.77 percent of Cambodia’s banking system.
NBC said it will closely monitor the liquidation process in coordination with relevant authorities to safeguard depositors’ interests and maintain financial stability.
