Cambodia sets 30MW rooftop solar quota for 2026, tightens grid safety rules

PHNOM PENH, Feb 10, 2026 (KPT) – Cambodia has capped rooftop solar installations at 30 megawatts for 2026, the Ministry of Mines and Energy announced, as authorities move to expand renewable energy while tightening safety and grid integration rules.

The quota, signed off by Minister Keo Rottanak, will be allocated by the Electricity Authority of Cambodia (EAC) to residential and commercial consumers who apply for permission. Officials said the measure is designed to balance growing demand for rooftop solar with the need to maintain grid stability.

Under the new rules, small rooftop systems of up to 10 kilowatts connected to the public grid must be self-declared to local electricity suppliers. The ministry said registration ensures installations are technically compliant, properly integrated, and safe for both users and grid operators.

Rottanak said compliant systems deliver multiple benefits, including round the clock electricity access, greater power stability and improved safety. Grid operators will be required to invest in stabilization equipment to manage fluctuations in solar output caused by weather changes, resulting in higher quality electricity for consumers.

Authorities also highlighted safety concerns, noting that proper technical connections reduce fire risks and prevent reverse power flow during maintenance, protecting utility workers and infrastructure. Registration further ensures rooftop systems operate within Cambodia’s legal framework.

The quota reflects Cambodia’s cautious approach to renewable energy expansion, aiming to encourage adoption while safeguarding the reliability of the national grid.
