Cambodia, ADB Strengthen TVET and RPL to Future-Proof Workforce Skills
PHNOM PENH, Feb 5, 2026 (KPT) — Cambodia, ADB Strengthen TVET and RPL to Future-Proof Workforce Skills and vocational education and training (TVET) and advancing the Recognition of Prior Learning (RPL) system to better prepare the workforce for shifting economic demands.
Labour Minister Heng Sour met with ADB Country Director Yasmin Siddiqi in Phnom Penh on Wednesday to discuss ways to enhance cooperation in skills development nationwide.

Sour welcomed the long-standing partnership with ADB and outlined priorities including greater private sector participation, stronger assessment mechanisms under the RPL framework, and supportive policies for national skills development.
RPL has become a key tool in Cambodia’s workforce strategy, allowing workers to gain formal recognition for skills acquired through experience, thereby improving employability, mobility and access to further training.
Siddiqi praised the effective cooperation with the government, noting that continued investment in TVET and skills systems contributes to higher productivity, stronger resilience and improved competitiveness.
She reaffirmed ADB’s commitment to provide financial and technical assistance to support the ministry’s strategic programs in labour, vocational training and broader national development.
