Cambodia Sets Goal for First Billion‑Dollar Tech Startup by 2030 as Global Investors Show Interest

PHNOM PENH, Cambodia (Dec. 8, 2025) — Cambodia has set an ambitious target to create its first unicorn startup — a company valued at $1 billion or more — by 2030, Minister of Post and Telecommunications Chea Vandeth announced Monday at the closing of the Digital Government Forum 2025.

Addressing ASEAN digital ministers, international delegates and tech industry leaders, Vandeth said Cambodia aims to nurture startups capable of expanding beyond the domestic market into Asia, Latin America and Africa.

A highlight of the forum was the participation of Plug and Play, one of the world’s leading startup accelerators. Its founders expressed interest in investing in Cambodian startups, and several local companies were selected for international scaling support. Officials said the move reflects growing global confidence in Cambodia’s digital ecosystem.

The three‑day forum, held Dec. 5–7 at Koh Pich Convention Center, drew about 20,000 participants, double last year’s attendance. The event showcased Cambodia’s digital achievements, strengthened regional partnerships and highlighted new investment opportunities.

Vandeth said Plug and Play’s commitment demonstrates the effectiveness of efforts to build a supportive environment for entrepreneurs and marks a milestone for Cambodia’s fast‑growing startup sector.
