EU Supports Cambodia’s Modernization of Customs Processes for Air Cargo
PHNOM PENH, April 28, 2026 (KPT) — The European Union has reaffirmed support for Cambodia’s efforts to modernize customs procedures for express air cargo, aligning them with international standards and enhancing trade efficiency, officials said Tuesday.
EU Ambassador Igor Driesmans and German Ambassador Stefan Messerer visited Techo International Airport to observe ongoing collaboration between European partners and Cambodian authorities to upgrade logistics systems.

“Through the EU German Global Access and Trade Expertise (EU German GATE) programme, we are supporting the modernization of customs processes for express air cargo to align with international best practices,” the EU delegation said.
A key feature of the initiative is pre arrival processing, allowing cargo data to be submitted and assessed before goods arrive. Officials said this reduces clearance times, streamlines documentation and accelerates cargo movement. Digitized tracking systems are also expected to support e commerce growth and Cambodia’s expanding digital economy.
The program forms part of the EU’s Global Gateway strategy, aimed at building smart, sustainable and reliable connectivity. Cambodia began implementing pre arrival customs clearance at Techo International Airport on February 1, enabling freight forwarders to submit electronic data in advance for early risk assessments.
The system will reduce processing times, improve transparency and strengthen Cambodia’s trade facilitation framework in line with Ministry of Economy and Finance regulations.
