Telecom Cambodia, ACLEDA Sign MoU to Expand Digital Payments
PHNOM PENH, May 8, 2026 (KPT) — State-owned Telecom Cambodia and ACLEDA Bank have signed a memorandum of understanding to accelerate e payment services for telecom fees, officials said Thursday, in a move that ties into Cambodia’s fast growing digital payment ecosystem.
The ceremony was presided over by Dr. Soeung Morarith, Director General of Telecom Cambodia, and Dr. In Channy, President & Group Managing Director of ACLEDA Bank, with senior management from both institutions in attendance.

Under the agreement, customers can settle telecom service fees through ACLEDA’s digital channels, including mobile and internet banking, online payment systems, MPGS, WeChat Pay, and over the counter services at branches nationwide.
The partnership will enhance efficiency in commercial banking services and promote financial technology adoption within the telecommunications sector. By offering secure, rapid, and transparent payment infrastructure, the initiative is expected to save time for customers and strengthen financial accountability.
The collaboration also aligns with Cambodia’s broader digital transformation led by the National Bank of Cambodia’s Bakong system. Launched in 2020, Bakong has become the backbone of the country’s cashless economy, surpassing 20 million users and processing more than USD 30 billion in transactions in 2025.
QR based payments under Bakong are now widely used across retail, hospitality, and informal sectors, reducing reliance on cash and improving transaction traceability.
Integration with Bakong ensures that payments made through ACLEDA’s platforms can be seamlessly processed across Cambodia’s financial system, supporting real time settlement and cross border transactions with neighboring countries.
Official noted that the MoU reflects Cambodia’s push to embed digital payments into everyday business operations, reinforcing the government’s strategy to modernize financial services and expand financial inclusion.
