Cambodia Reports Progress in Pentagonal Strategy, Flags Reform Challenges

PHNOM PENH, May 13, 2026 (KPT) — Cambodia has reported positive progress in implementing its Pentagonal Strategy Phase I, with officials highlighting gains across economic growth, social protection and public services, while warning of persistent challenges amid global uncertainty.

Permanent Deputy Prime Minister Vongsey Vissoth chaired an inter‑ministerial meeting to finalize the government’s 2025 monitoring and evaluation report, the second comprehensive assessment of the strategy covering 39 key indicators. Officials said the review showed advances in poverty reduction, education, healthcare, investment and digital transformation.

Vissoth stressed the need for rigorous and balanced monitoring as the global environment grows increasingly complex, noting that accurate measurement systems are essential for evidence‑based policymaking.

Despite progress, participants cited limited inter‑ministerial coordination, budget constraints, data gaps and shortages in technical capacity as obstacles to effective implementation. Vissoth instructed ministries to develop targeted recommendations focused on maintaining macroeconomic stability, protecting livelihoods and accelerating reforms.

Priorities include improving public services, supporting SMEs, reducing logistics costs, promoting tourism and agriculture, expanding digitalization and strengthening financial management.

The finalized report will be submitted to the Cabinet for policy direction at an upcoming plenary session.
