Education Ministry Stresses Reading, Writing as Keys to Learning

PHNOM PENH, March 11, 2026 (KPT) — Cambodia has underscored the importance of reading and writing as essential tools for learning and promoting the national language, while pointing to notable progress in literacy among students, Education Minister Hang Chuon Naron said Wednesday.

Speaking at National Reading Day at the Institute of Technology of Cambodia, held under the theme “Writing and Reading in a New Context,” Chuon Naron urged students to embrace diverse reading methods in a technology-driven world, from printed books to smartphones and digital platforms.

He noted that while digital reading is convenient and widely used, traditional books remain highly effective in building comprehension.

The ministry has marked National Reading Day annually since 2016, introducing initiatives such as the first-grade reading package, now extended nationwide to grades 1–3, and integrating literacy training into teacher education.

Citing the SEA-PLM 2024 assessment, Chuon Naron said Cambodian students’ average reading score rose six points since 2019, with high proficiency levels climbing from 27% to 39%.

Cambodia ranked fourth among ASEAN peers, reflecting steady progress in literacy and efforts to strengthen a reading culture.
