Cambodia Accuses Thailand of Border Incursions, Civilian Harm at UN Rights Council

Geneva, Switzerland, Feb 25, 2026 (KPT) — Cambodia’s Foreign Minister Prak Sokhonn has accused Thailand of expanding military operations into Cambodian territory and causing civilian harm, in an address to the United Nations Human Rights Council in Geneva.

Speaking on Feb 24 at the council’s 61st session, Prak Sokhonn said Thai military actions in mid- and late-2025 had spread into several border areas, displacing hundreds of thousands of civilians.

He urged Thailand to “fully respect and faithfully implement existing agreements” by withdrawing its forces, calling their presence a major obstacle to the safe return of displaced people.

At the height of the hostilities, nearly 650,000 people were displaced, with about 80,000 still unable to return, he said.

In villages “occupied by Thailand,” civilians had been forcibly evicted, homes destroyed, military infrastructure built and access roads blocked, actions he described as violations of bilateral accords.

Prak Sokhonn stressed Cambodia’s restraint, citing humanitarian assistance and commitment to ceasefire arrangements.

He warned that the current truce, reached late last year, remains fragile, alleging new Thai military positions have been established beyond previously claimed areas.

“The protection of human rights cannot be separated from peace,” he said, urging resolution of the dispute through peaceful means and adherence to international law.
