Cambodia’s National Social Security Fund Reports Sharp Rise in Membership

PHNOM PENH, Feb 23, 2026 (KPT) – Cambodia’s National Social Security Fund (NSSF) has expanded its membership to more than 3.5 million people, up from fewer than 500,000 in its early years, Labour Minister Heng Sour said Monday.
Speaking at the opening of the NSSF’s 2025 Annual Review Conference and 2026 Direction Setting meeting, Heng Sour noted that nearly two million members are women, while close to 30,000 ministries, institutions and enterprises have registered with the scheme.
More than eight million healthcare visits have been recorded at NSSF partner facilities.
He described the fund as an increasingly important source of social protection for civil servants, workers and their families, providing wider access to medical care and reducing out-of-pocket expenses.
The expansion, he said, supports the government’s longer-term human capital development plans under Prime Minister Hun Manet, including universal health coverage.
The NSSF now works with 1,617 healthcare facilities nationwide and has introduced digital systems for contributions and payments.
Officials say the scheme provides maternity support, pensions and financial assistance for families, while also improving worker transportation.
