NSSF to Expand Benefits for Mothers, Infants in 2026

PHNOM PENH, Cambodia (Dec. 1, 2025) — Cambodia’s National Social Security Fund (NSSF) will expand benefits in 2026 to cover pregnant women and children under age 2, extending the program to council members at all administrative levels beginning in January.

NSSF Deputy Director-General and Labor Ministry spokesperson Heng Sophannarith said the reforms are part of a broader agenda to strengthen service quality, improve legal compliance and ensure financial sustainability. He added that the Fund will continue studying ways to include groups not yet covered while safeguarding its stability.

The NSSF is also reviewing the feasibility of extending pension coverage to public officials and considering future membership expansion to students ages 18–21, monks, farmers and citizens over 60. The changes would give more Cambodians access to a wider range of social security benefits.

Officials said the reforms reflect the government’s commitment to building a stronger, more inclusive social protection system in line with Cambodia’s socio-economic development. As of mid-November, the NSSF reported more than 3.39 million members, including 1.86 million women.
