Cambodia, Australia Launch Mekong Framework to Strengthen Environmental Safeguards

PHNOM PENH/PARIS, Feb 12, 2026 (KPT) – Cambodia and Australia have unveiled a new strategic framework to bolster environmental protection and sustainable development in the Mekong River basin, marking a key step under the Mekong–Australia Partnership.

The initiative was formalized Thursday with the signing of a memorandum of understanding between Cambodia’s Ministry of Environment and The Asia Foundation to develop a Sub-Decree on Strategic Environmental Assessment (SEA) procedures and strengthen institutional capacity.

The ceremony at the Ministry of Environment was presided over by Minister Eang Sophalleth. The agreement was signed by Secretary of State Chuop Paris and Asia Foundation Country Representative Meloney C. Lindberg, with Australian Ambassador Derek Yip serving as witness.

The proposed SEA Sub-Decree will provide a legal and operational framework for integrating environmental considerations into national policies, sectoral plans and development programs. Officials said the aim is to ensure economic growth in the Mekong region proceeds sustainably and inclusively.

Unlike project-level reviews, Strategic Environmental Assessment evaluates potential impacts at the policy and planning stages, allowing governments to anticipate risks and adopt mitigation measures early.

The framework is expected to guide development across sectors including industry, mining, energy, agriculture, tourism, infrastructure and telecommunications, while improving the overall quality of environmental governance in Cambodia.

Officials said the partnership reflects deepening cooperation between Cambodia and Australia in natural resource management. By institutionalizing SEA procedures, Cambodia aims to balance economic expansion with environmental sustainability in the Mekong basin.
