U.S. Signals Trust in Cambodia with Export Rule Change

PHNOM PENH, Feb 4, 2026 (KPT) — The United States has updated its export control rules to reflect last year’s lifting of the arms embargo on Cambodia, a move business leaders say signals renewed trust and opens access to advanced American technologies.

The Bureau of Industry and Security (BIS) under the Commerce Department on February 3 removed Cambodia from Country Group D:5, the list of U.S. arms embargoed destinations. The change follows a November 2025 State Department decision ending Cambodia’s designation as an embargoed country.

Casey Barnett, president of the American Chamber of Commerce in Cambodia, called the move a meaningful sign of confidence. “The removal of the arms embargo opens the door for Cambodia to purchase advanced American technologies,” he said, noting meetings with U.S. aerospace and defense firms in Singapore.

BIS said the update eliminates regulatory inconsistencies and provides clearer guidance for exporters, anticipating a modest rise in license applications. Officials stressed that targeted controls remain, with Cambodia still listed in Country Group D:1 and military related exports subject to case-by-case review.

The State Department cited Cambodia’s defense cooperation and efforts against transnational crime as factors behind lifting the embargo.

The arms embargo, imposed in 2021, was lifted on November 7, 2025 after a ceasefire agreement between Cambodia and Thailand. Analysts in Phnom Penh described the move as a “turning point in bilateral relations” and a step toward restoring trust.

Yang Peou, secretary general of the Royal Academy of Cambodia, said it opened the door to deeper defense cooperation and signaled strengthened ties across multiple sectors.
