Cambodia’s National Assembly Approves Four Aviation Laws

PHNOM PENH, Cambodia (Dec. 25, 2025) — Cambodia’s National Assembly on Thursday approved four draft laws aimed at strengthening the country’s aviation sector and expanding international air connectivity.
The session, part of the fifth plenary of the seventh legislature, was presided over by National Assembly President Samdech Khuon Sudary.
Lawmakers first passed a draft law on Civil Aviation of the Kingdom of Cambodia. They also ratified the Comprehensive Air Transport Agreement between the Association of Southeast Asian Nations (ASEAN) and the European Union and its member states.
In addition, members approved a draft law ratifying Protocol 3, which expands Fifth Freedom traffic rights under the ASEAN–China Air Transport Agreement.
The final measure ratified implementation protocols of the 11th and 12th packages of air transport services under the ASEAN Framework Agreement on Services.
Officials said the legislation is designed to modernize Cambodia’s aviation framework, support regional integration and ensure compliance with international standards.
