Cambodian Analysts See Limited but Positive Prospects at ASEAN Meeting on Thai Border Tensions

PHNOM PENH, Cambodia (Dec. 22, 2025) — Cambodian analysts said Monday they are cautiously optimistic that a special ASEAN foreign ministers’ meeting in Malaysia could help ease rising tensions along the Cambodia Thailand border, though expectations for a decisive breakthrough remain low.

The emergency meeting in Kuala Lumpur brings together delegations from Cambodia, Thailand and other ASEAN members amid continued clashes along the frontier.

Cambodia’s Deputy Prime Minister and Foreign Minister Prak Sokhonn is attending, following a decision by the prime ministers of Malaysia, Cambodia and Thailand earlier this month.

Cambodia’s Foreign Ministry said talks will focus on de escalation, peace and stability, and improving bilateral relations. Sokhonn is also scheduled for bilateral meetings with ASEAN counterparts, as Phnom Penh seeks to strengthen cooperation and build confidence within the region.

Geopolitical analyst Yang Peou described the meeting, chaired by Malaysia, as a positive step, noting ASEAN’s reluctance to intervene in sensitive disputes. “At least ASEAN has brought the Cambodia–Thailand conflict to the table for urgent discussion, instead of remaining silent,” he said. But he cautioned that ASEAN is not a judicial body and lacks enforcement powers.

Peou said the most meaningful outcome would be a renewed ceasefire backed by independent monitoring. “What we expect is a clear ceasefire backed by effective monitoring,” he said, adding that observers must operate independently and report promptly.

Mengdavid Thong, deputy director of the China–ASEAN Studies Centre, shared a similar assessment, saying the meeting could pave the way for longer term de escalation even if immediate solutions prove elusive.

He said discussions were likely to reaffirm shared principles such as regional stability, ASEAN unity and the bloc’s central role, rather than deliver concrete resolutions on the ground.

Any joint statement, he added, could carry diplomatic and symbolic significance, but its practical impact may be limited by ASEAN’s consensus based decision making and non interference principle.

Analysts agreed that while the meeting may not assign blame, it could set the stage for confidence building measures and a stronger regional role in preventing further escalation.
