Cambodia Warns of Humanitarian Emergency as Thai Attacks Kill Civilians, Displace Tens of Thousands
PHNOM PENH, Cambodia (Dec. 9, 2025) — Cambodia warned Tuesday of a worsening humanitarian crisis as renewed Thai attacks along the border killed civilians, forced mass evacuations and disrupted daily life across several provinces.
The Ministry of Interior said seven civilians were killed and about 20 injured in Preah Vihear, Oddar Meanchey and Banteay Meanchey following artillery strikes, airstrikes involving F‑16 jets and the alleged use of toxic smoke. Many of the wounded were treated in provincial hospitals, with serious cases transferred to Phnom Penh.

Authorities reported large‑scale displacement: 1,491 families — 5,597 people — fled six communes in Preah Vihear; 3,478 families — 11,060 people — evacuated in Oddar Meanchey; and 4,562 people in Banteay Meanchey sought refuge in safe zones or with relatives.
Cultural sites, homes, health centers and roads were damaged, while 238 of 260 schools in Oddar Meanchey closed. Schools in border districts of Preah Vihear and Banteay Meanchey also suspended operations. Officials said 1,066 inmates, including 67 women, were relocated from Oddar Meanchey Provincial Prison to Siem Reap due to air‑dropped munitions.
The ministry condemned the attacks as violations of international humanitarian law and ASEAN principles, urging Thailand to honor the ceasefire and comply with the Kuala Lumpur Joint Declaration.
