Kith Meng: G-PSF Restored Trust, Set Gold Standard for Cambodia’s Public–Private Cooperation

PHNOM PENH, Cambodia (Nov. 28, 2025) — Cambodia Chamber of Commerce President Kith Meng said the 25-year evolution of the Government–Private Sector Forum (G-PSF) has rebuilt trust between the government and businesses and become the country’s strongest model of public–private cooperation.

Speaking at a dissemination workshop marking the first-semester 2025 reform progress report and the G-PSF’s 25th anniversary, Meng said the mechanism was born at a time when Cambodia was rebuilding institutions after decades of conflict.

“The most important thing to rebuild was trust,” he said. “The G-PSF became the highest platform for dialogue, and it worked because both sides committed to it.”

Meng praised Prime Minister Hun Manet for driving the next generation of reforms and acknowledged former Prime Minister Hun Sen for founding the G-PSF and providing the political will that allowed it to take root. He also thanked Deputy Prime Minister Sun Chanthol and the Council for the Development of Cambodia for sustained leadership and coordination.

Over 25 years, the G-PSF has addressed more than 4,000 private-sector concerns, shaping reforms in customs, taxation, trade facilitation, logistics, digitalization and investment policy. Meng said innovations such as the G-PSF Dashboard, Database and new SOPs — supported by the CAPRED program — will help institutionalize the mechanism for future generations.

“As we look ahead, we must welcome young entrepreneurs into the G-PSF and continue strengthening our capacity,” Meng said. “The G-PSF has strengthened confidence between government and investors and enhanced Cambodia’s credibility internationally.”

He reaffirmed the Chamber’s commitment to ensuring the next 25 years of the G-PSF will be even more successful.
