National Assembly Opens Session to Approve 2024 Budget, 2026 Fiscal Plan
PHNOM PENH, Cambodia (Nov. 28, 2025) — Cambodia’s National Assembly opened the 5th Session of the 7th Legislature on Friday to debate and approve key fiscal measures aimed at strengthening economic management.
Presided over by National Assembly President Samdech Khuon Sudary, the session brought together 110 lawmakers to review a Royal Message from King Norodom Sihamoni and assess the Assembly’s progress since its last sitting.

Lawmakers are set to debate and adopt two central pieces of legislation: the Draft Law on the Settlement of the State’s General Budget for 2024 and the Draft Law on Financial Management for 2026. Both measures will shape Cambodia’s fiscal direction and spending priorities in the years ahead.
The agenda also includes consideration of several tax-related international agreements, among them new double-taxation elimination treaties with Laos and the Philippines, and a second amending protocol to the Cambodia–Singapore agreement. Officials said the accords are designed to improve investment facilitation and curb tax evasion.
