Cambodia briefs foreign military attachés on peace plan with Thailand

PHNOM PENH, Cambodia (Nov.10, 2025) — Cambodia’s Ministry of National Defense on Nov. 10 briefed foreign military attachés in Phnom Penh on the progress of the Kuala Lumpur Joint Declaration on Peace, Cooperation and Prosperity, a bilateral initiative aimed at restoring peace and rebuilding trust between Cambodia and Thailand.

Lt. Gen. Rath Dararoth, secretary of state at the ministry, addressed members of the Military Attaché Corps Phnom Penh, representing 12 countries, during a meeting at the ministry on Monday morning.

He said the declaration, signed on Oct. 26, 2025, reaffirmed both countries’ commitment to resolving disputes peacefully, avoiding the use of force, and respecting sovereignty, territorial integrity, and independence.

“The declaration serves as a foundation for rebuilding trust, peace and cooperation between Cambodia and Thailand,” Rath said.

He outlined key measures under the agreement, including the release of Cambodian troops, withdrawal of heavy weapons, humanitarian demining, peaceful settlement of boundary issues, cooperation against transnational crime, and steps to normalize diplomatic relations.

Lt. Gen.Dararoth reaffirmed Cambodia’s readiness to work closely with Thailand “for the mutual benefit of both countries and peoples,” and thanked Malaysia, the current ASEAN chair, along with the United States, China, and other partners for supporting the ceasefire and peace process.

Senior officials also presented details of the joint action plan for weapons withdrawal and demining operations.
