Cambodia Urges Global Cooperation on Online Scams After South Korean’s Death

PHNOM PENH, Cambodia (Oct.15,2025) — Cambodia has called for greater international cooperation to combat cross-border online scams following the death of a South Korean national in Kampot province, urging countries to avoid blame and instead focus on dismantling global criminal networks.

In a statement, the Ministry of Interior said nations should “work together instead of responding emotionally or exploiting the suffering of their citizens by shifting responsibility onto another country,” warning that such actions only embolden criminal groups.

The remarks followed the release of a police report detailing the investigation into the death of Park Minho, 22, whose body was found in a car in Kampot city’s North Kampong Bay village around 2 a.m. on Aug. 8. Two Chinese nationals were arrested at the scene.

Park had entered Cambodia on July 17. A preliminary autopsy indicated he died of a heart attack caused by severe torture, with authorities noting multiple bruises and injuries on his body.

The ministry also denied reports that Park’s family had contacted the South Korean Embassy or local police for assistance, responding to claims published by the South China Morning Post.

Further investigation led to a raid on a villa in Bokor city’s Boeung Touk commune, believed to be Park’s residence and allegedly used for illegal online operations. A third Chinese suspect was arrested during the operation.

Three Chinese nationals are currently in pre-trial detention at Kampot Provincial Prison. On Oct. 10, prosecutors charged them and two accomplices with murder accompanied by torture and involvement in online scams.

The Ministry of Interior said it has sent an official letter to the South Korean Embassy detailing the case and invited embassy officials for a direct briefing with the National Police Commissioner.

Authorities added that Cambodian officials are working closely with South Korean counterparts and continue to pursue additional suspects to ensure justice is served.
