Senate Unanimously Endorses Law to Combat Online Scams

PHNOM PENH, April 3, 2026 (KPT) – The Senate has unanimously passed a new law aimed at tackling online scams, in what officials say is a decisive step to strengthen the country’s fight against cybercrime.

The legislation was adopted during an extraordinary session chaired by Acting Senate President Ouch Borith, with all 58 senators voting in favor.

The upper house endorsed the version previously approved by the National Assembly on March 30, when all 112 members present backed the draft without amendment.

Drafted by the Royal Government, the law contains five chapters and 24 articles. Justice Minister Koeut Rith said it was designed to close gaps in existing legislation by introducing new criminal provisions, improving law enforcement effectiveness, and reinforcing public order and security.

The law establishes five new offences, including online scam activities, organizing or leading scam centres, recruiting or training individuals to engage in scams, collecting personal data or identification documents with malicious intent, and specific forms of money laundering linked to such crimes.

Penalties are severe: offenders could face life imprisonment, fines of up to one billion riel (around $250,000), and confiscation of assets.

Officials said the measure reflects Cambodia’s commitment to eliminating online scams, which they view as an escalating threat to national security, economic stability, and the country’s international reputation.

The government has faced criticism over cybercrime operations within its borders, but insists the new law demonstrates its determination to confront the problem head-on.
