UN Rights Chief Urges Cambodia, Thailand to Uphold Border Ceasefire
GENEVA (Oct.11, 2025) — The United Nations High Commissioner for Human Rights has acknowledged a series of communications from the Cambodian government regarding recent armed clashes along the Cambodia–Thailand border and urged both countries to fully implement their ceasefire commitments.

In a formal reply to letters from Cambodia dated Aug. 1, Aug. 15 and Oct. 2, the High Commissioner expressed sympathy for those affected by the conflict and emphasized the importance of the July 28 ceasefire agreement and the 13-point implementation plan signed on Aug. 7.
“These agreements offer a key framework for de-escalating tensions and preventing further harm to civilians and civilian objects,” the High Commissioner said.
He stressed that all detained military personnel must be treated in accordance with international human rights and humanitarian law, and confirmed that his office had raised concerns with Thai authorities regarding Cambodian personnel currently in Thai custody.
The High Commissioner called on both governments to act in good faith, respect the ceasefire and ensure the protection of civilians. He also encouraged confidence-building measures through bilateral and regional mechanisms to support peaceful resolution efforts.
“My office remains committed to supporting both governments in upholding their human rights obligations,” he said.
