Cambodia Unveils NDC 3.0 to Advance Climate Action and Sustainable Growth

PHNOM PENH, Cambodia (Sept.19,2025) — Cambodia has launched its Third Updated Nationally Determined Contribution, or NDC 3.0, reaffirming its commitment to the Paris Agreement and accelerating efforts toward climate-resilient development.

The plan, unveiled Wednesday at the Ministry of Environment, outlines Cambodia’s strategic approach to reducing emissions, enhancing adaptation, and aligning with global climate goals. Environment Minister Eang Sophalleth said the framework reflects the country’s ambition to become a “clean, green, and sustainable nation.”

“Cambodia is firmly committed to leading its environmental sector toward a climate-resilient and ecologically balanced future,” Sophalleth said.

The launch drew senior officials, civil society groups, private sector leaders, researchers, and development partners. Sophalleth emphasized that successful implementation will require broad collaboration across government, communities, and international stakeholders.

He called for increased support in climate finance, technology transfer, and capacity-building.

Phan Sophan, country director of Oxfam in Cambodia, praised the initiative as a “major achievement” that strengthens Cambodia’s climate commitments and provides a clear roadmap for sustainable development.

NDC 3.0 also supports national priorities under Phase 1 of the Pentagonal Strategy and Cambodia’s Sustainable Development Goals, reinforcing the country’s integrated approach to environmental protection and economic growth.
