Cambodia’s Labour Ministry, CDRI Sign MoU to Boost Research and Capacity Development

PHNOM PENH, Cambodia (Sept. 13, 2025) — The Ministry of Labour and Vocational Training and the Cambodia Development Resource Institute (CDRI) signed a memorandum of understanding Friday to strengthen cooperation in research and capacity development.

The signing ceremony, held at the Ministry’s headquarters, was presided over by Labour Minister Heng Sour and CDRI Executive Director Eng Netra.

The agreement outlines a framework for joint research on labor market dynamics, technical and vocational education and training (TVET), and institutional capacity building for both parties.

The partnership aims to support sustainable development in Cambodia’s labor sector, social protection systems and vocational education.

“This MoU marks a key milestone,” Sour said, adding that the collaboration will generate valuable insights for policymakers, the public and other stakeholders.

He emphasized the critical role of research institutions in shaping national policy, particularly in strengthening labor systems and advancing technical training.

Eng Netra welcomed the initiative and reaffirmed CDRI’s commitment to the partnership. She said the agreement reflects a shared dedication to improving Cambodia’s labor policies and training infrastructure.

“This collaboration is not only timely, but essential to supporting Cambodia’s broader socio-economic development goals,” she said.
