Cambodia moves to approve law targeting online fraud networks

PHNOM PENH, March 30, 2026 (KPT) – The National Assembly on Monday began debate on a draft law aimed at dismantling online fraud networks, a move officials say reflects growing regional and global challenges.

The proposal, endorsed earlier by Prime Minister Hun Manet’s cabinet and cleared by the Assembly’s Standing Committee, introduces a series of offences including operating scam centres, recruiting individuals for fraudulent activity, malicious data collection and money laundering.

It also grants special enforcement powers such as detention, asset freezes and confiscation, while allowing for sentence reductions in certain circumstances.

Samdech Thipadie Hun Manet has described online scams as a serious threat to citizens and economic growth, urging ministries to strengthen enforcement and improve protections.

He said the government’s campaign represents a determined effort to dismantle fraud networks and safeguard Cambodia’s digital economy.

The draft law is aligned with international standards and designed to enhance cross-border cooperation against technology-based crime.

Lawmakers argue that the legislation will help protect consumers, reinforce public trust and ensure that fraud networks cannot exploit technological systems unchecked.

The debate marks a significant step in Cambodia’s broader effort to regulate its rapidly expanding digital economy while addressing emerging risks and strengthening resilience against cybercrime.
