Cambodia’s parliament approves draft law targeting online fraud networks

PHNOM PENH, March 30, 2026 (KPT) – Cambodia’s National Assembly on Monday approved a draft law aimed at dismantling online fraud networks, in a move officials say reflects mounting regional and global challenges.
Lawmakers endorsed the proposal, which introduces new offences including operating scam centres, recruiting individuals for fraudulent activity, malicious data collection and money laundering.
The legislation also grants enforcement powers such as detention, asset freezes and confiscation, while allowing for sentence reductions in certain circumstances.
Prime Minister Hun Manet has described online scams as a serious threat to citizens and economic growth, urging ministries to strengthen enforcement and improve protections.
Officials said the draft law aligns with international standards and is designed to enhance cross-border cooperation against technology-based crime.
Lawmakers argue the reforms will help protect consumers, reinforce public trust and ensure fraud networks cannot exploit Cambodia’s fast-growing digital economy unchecked.
