Parliament backs reform of Senate election system

PHNOM PENH, March 30, 2026 (KPT) – National Assembly of Cambodia on Monday unanimously approved amendments to the law governing Senate elections, paving the way for a shift to a proportional voting system across all 25 constituencies.
All 112 lawmakers present voted in favour during a session chaired by Assembly President Khuon Sudary, part of the seventh legislature’s fifth sitting.
The reform follows calls from Senate President Hun Sen to align the chamber’s electoral system more closely with that of the National Assembly.
Under the changes, the current eight regional constituencies will be replaced by individual capital and provincial constituencies, with seats distributed proportionally.
A special Senate committee reviewed Cambodia’s framework alongside systems in Asia, Europe and the United States before drafting the proposal.
Senate spokesperson Chea Thyrith said the reform aims to strengthen accountability by ensuring senators maintain closer links with commune and sangkat council members.
The amendment contains two articles covering the revised provisions and their implementation.
