PHNOM PENH, April 7, 2026 (KPT) – Cambodia’s Senate President Samdech Techo Hun Sen has sent a message of congratulations to To Lam following his election as President of Vietnam, officials said Tuesday.

In a letter dated April 7, Samdech Techo Hun Sen praised To Lam’s appointment, describing it as a reflection of his leadership and commitment to Vietnam’s development and prosperity.

He highlighted the longstanding ties between Phnom Penh and Hanoi, noting that relations have been built on “solidarity, trust, mutual understanding and comprehensive cooperation.”

Samdech Techo Hun Sen expressed confidence that bilateral relations would continue to strengthen under To Lam’s leadership and reaffirmed Cambodia’s commitment to enhancing cooperation at both bilateral and multilateral levels.

He added that closer ties would contribute to peace, stability and prosperity in the wider region.

To Lam, a senior figure in Vietnam’s ruling Communist Party, is expected to prioritize economic growth, political stability and international engagement.

Relations between Cambodia and Vietnam are often described as strategically important, with cooperation spanning trade, border management, security and regional diplomacy within ASEAN.
