NA Reviews Draft Conscription Law, Exemptions for Clergy and Disabled

PHNOM PENH, May 5, 2026 (KPT) — The National Assembly (NA) is reviewing a draft law that would introduce compulsory military service for young men, aiming to bolster national defence and foster patriotism.

The proposal was examined May 4 at the Assembly Palace by the Commission on Interior, National Defence, Public Function and Border Affairs.

Under the draft “Conscription Law,” men aged 18 to 25 would be required to serve 24 months, with a possible six month extension in exceptional cases. The measure would also apply to dual nationals residing in Cambodia.

Women would not be required to serve but could volunteer, while exemptions would be granted to Buddhist monks, clergy, people with disabilities and those performing key national duties.

Penalties for draft evasion range from fines to prison terms of up to five years, while benefits for those completing service include job protection, education access and financial support.
The law updates a 2006 framework seen as outdated.

Defence Minister General Tea Seiha argued the measure would safeguard territorial integrity and instill civic duty among youth. The draft is expected to undergo further review before submission for approval.
