Royal Decree Enacts Military Conscription Law for Citizens Aged 18–25

PHNOM PENH, May 25, 2026 (KPT) — A royal decree signed by Senate President and Acting Head of State Hun Sen has officially brought into force Cambodia’s new military service law, requiring citizens aged 18 to 25 to undertake compulsory conscription.
The legislation, approved by the National Assembly on May 12 and reviewed by the Senate on May 20, sets out a framework of 20 articles governing national service.
Under the law, conscription is described as both a civic duty and an honour, aimed at strengthening national defence and supporting nation‑building efforts.
The standard term of service is 24 months, with the possibility of a six‑month extension in exceptional circumstances.
Female citizens may serve voluntarily, while dual nationals residing in the Kingdom are also required to fulfil obligations.
Recruits must meet the same standards as professional military personnel, and after completing service will remain on the reserve list until the age of 45.
Prime Minister Hun Manet told lawmakers the law represents a “new approach” to national defence, stressing the need for readiness and resilience.
Defence Minister Tea Seiha said the programme would not harm economic or social sectors, but instead help develop human resources by improving physical fitness, discipline and professional skills.
Officials added that conscripts would be better qualified for employment in both public and private sectors, while reserve personnel may be recalled to serve in the armed forces when required.
The government said annual intake numbers will be determined by sub‑decree proposed by the Minister of National Defence.
