Cambodia Raises Civilian Protection Concerns at UN Security Council Debate

NEW YORK, May 22, 2026 (KPT) — Cambodia’s UN envoy Keo Chhea has urged stronger protection of civilians in armed conflicts during a Security Council debate in New York, citing the country’s own experience of unprovoked aggression last year.

The debate, held on May 21 under China’s presidency of the council, focused on “Protecting Civilians in Armed Conflict.” Keo Chhea stressed the importance of respecting international humanitarian law and said violations continue across several regions, including Southeast Asia.

He told the council that attacks in July and December 2025 displaced more than 649,000 civilians and destroyed homes and property. He added that the Preah Vihear Temple, a UNESCO World Heritage Site, sustained extensive damage.

Cambodia’s Ministry of Culture and Fine Arts has repeatedly condemned the destruction of Preah Vihear, which officials said was hit by Thai air force strikes during the clashes.

The ministry described the temple as a symbol of national identity and cultural heritage, warning that its damage represents not only a loss for Cambodia but for humanity.

Keo Chhea said the incidents underscored the urgent need for stronger international mechanisms to protect civilians and safeguard cultural heritage in conflict zones.
