Cambodia Highlights Human‑Centred AI Development and Civic Participation at UN Rights Council

GENEVA, June 24, 2026 (KPT) — Cambodia has underscored its commitment to civic participation and responsible artificial intelligence development during a session of the United Nations Human Rights Council in Geneva.

Speaking under Agenda Item 3 in an interactive dialogue with the UN Special Rapporteur on freedom of peaceful assembly and association, Chhuon Pagna, Second Secretary of Cambodia’s Permanent Mission, outlined progress in supporting public engagement and digital governance.

She said Cambodia continues to foster an environment that encourages civic participation, pointing to the growing number of associations, NGOs and professional bodies operating nationwide.

The increase, she noted, reflects efforts to create more opportunities for citizens and organisations to contribute to social and economic development.

Pagna also highlighted government initiatives to strengthen governance in emerging technologies, particularly artificial intelligence.

Cambodia is developing a National AI Strategy aimed at ensuring innovation supports sustainable development while safeguarding ethical standards and human rights.

As part of these efforts, Cambodia is participating in UNESCO’s AI Readiness Assessment to evaluate preparedness for adoption and governance of AI.

The country is also engaged in ASEAN discussions on AI ethics, reflecting regional efforts to establish common principles for responsible use.


Cambodia’s approach, she said, places emphasis on human‑centred, ethical AI systems, balancing technological advancement with protection of fundamental rights and inclusive development.
