Laos Deploys Officers to ASEAN Observer Mission Monitoring Cambodia‑Thailand Ceasefire

PHNOM PENH, July 23, 2026 (KPT) – Laos has deployed two military officers to join the ASEAN Observer Team in Cambodia, reinforcing the regional mission tasked with monitoring the ceasefire between Cambodia and Thailand.

Cambodia’s Ministry of National Defence said its Department of International Relations and Cambodia Liaison Group formally welcomed the Lao representatives on July 23.

The officers – Lieutenant Colonel Khamphet Fonglamay and Lieutenant Colonel Singsavan Vongsouvannh – will serve under the ASEAN Observer Team led by the Philippines, which currently holds ASEAN’s rotating chair.

The observer mission was established to monitor and verify developments along the Cambodia‑Thailand border following the ceasefire agreement signed in late 2025.

Cambodian officials said the team plays a vital role in promoting transparency, building trust, and protecting civilians affected by the border situation.

The Defence Ministry said Cambodia welcomes participation from friendly nations in peace‑building efforts and regional cooperation.

It reaffirmed the government’s commitment to implementing existing agreements, including the Joint Statement of the Third Special Meeting of the Cambodia‑Thailand General Border Committee in December 2025 and the Joint Declaration on the Peace Agreement signed in October 2025.

The ministry said the implementation of these accords is intended to restore normal conditions along the frontier and ensure lasting peace and stability.

The Lao deployment underscores ASEAN’s collective role in supporting dialogue and confidence‑building between Cambodia and Thailand, while reinforcing the bloc’s wider commitment to regional security.
