Germany signs €47.5 million energy project with Cambodia

PHNOM PENH, Cambodia (Nov.20,2025) — Cambodia and Germany reinforced their development partnership following two days of bilateral negotiations, the German Embassy in Phnom Penh said Thursday.

German Ambassador Stefan Anton Masserer met with representatives from the German Agency for International Cooperation (GIZ), the German Development Bank (KfW), and senior Cambodian officials to conclude discussions covering human rights, global challenges, and cooperation in private sector development, health and social protection, energy, and good governance.

The negotiations were organized by the Council for the Development of Cambodia, and all parties expressed appreciation for its role in facilitating the talks.

Following the meetings, Masserer announced a commitment of €42 million in support of Cambodia’s development. In addition, a €47.5 million energy project was signed Nov. 20, further cementing the partnership between the two countries.

The agreements underline Germany’s continued engagement with Cambodia in promoting sustainable development, governance, and infrastructure projects.
