Cambodia, IOM Launch Manual to Protect Citizens During Crises Abroad

PHNOM PENH, Cambodia (Sept. 3, 2025) — Cheuy Vichet, president of the National Institute of Diplomacy and International Relations (NIDIR), and Nellie Ghusayni, chief of the International Organization for Migration (IOM) mission in Cambodia, co-signed a new training manual aimed at improving assistance and protection for Cambodian nationals affected by crises overseas.
The signing ceremony was held at NIDIR and presided over by Yentieng Puthiraksmey and Khy Sovanratana, secretaries of state at the Ministry of Foreign Affairs and International Cooperation.
Titled Improving Assistance and Protection to Cambodian Nationals Affected by Crises Abroad, the manual outlines clear guidelines, best practices and rapid response measures to ensure Cambodian citizens receive timely support regardless of their location.
