Cambodia, Germany step up skills partnership for trainees abroad

PHNOM PENH, April 2, 2026 (KPT) — Cambodia and Germany are deepening cooperation on workforce development, with plans to expand vocational training and open pathways for Cambodian trainees to gain hands-on experience in Germany, officials said Wednesday.

Labour Minister Heng Sour met with Christoph Weigelmeier, Chargé d’Affaires of the German Embassy, and Dr. Christoph Hoffmann, former German lawmaker, to discuss joint programs enabling Cambodian trainees to take part in internships and exchange placements.

Sour said technical and vocational education remains central to Cambodia’s strategy for building a competitive workforce, stressing the need to align training with industry demands and equip workers with modern skills. He cited Germany’s dual education system — combining classroom instruction with on-the-job training — as a model adaptable to Cambodia.

The German side said the cooperation would follow a “win-win” principle, helping Cambodia strengthen its skills base while supporting Germany in addressing labour shortages.

Sour welcomed the proposal as “timely and highly relevant,” pledging to identify training centers, build institutional partnerships and ensure transparent, merit-based trainee selection.

Germany has long supported Cambodia’s human resource development, and both sides voiced confidence that deeper vocational cooperation will bolster bilateral ties and deliver economic and social benefits.
