Analysts: Russian Warship Visit in Cambodia Signals Moscow’s Regional Engagement

PHNOM PENH, April 7, 2026 (KPT) – The arrival of two Russian warships in Cambodia this week underscores Moscow’s effort to maintain visibility in Southeast Asia while reaffirming long-standing ties with Phnom Penh, analysts said Tuesday.

Kin Phea, a Cambodian geopolitical expert, said the docking at Sihanoukville port demonstrates that relations with Russia remain stable.

“Relations with Russia continue to reflect a long-standing friendship dating back to the Cold War era,” he noted, adding that the visit provides opportunities for defence cooperation, including naval exchanges and training.

He argued that in the context of global competition, diversifying defence partnerships is a strategic way for Cambodia to safeguard stability.

Phea also suggested the visit could open avenues for collaboration in the energy sector, particularly as fuel concerns rise worldwide.

Thong Mengdavid, a lecturer at the Royal University of Phnom Penh, described the port call as symbolic but significant.

“It signals renewed defence cooperation, including joint training and technical assistance,” he said, pointing to last year’s naval visits following upgrades at Ream Naval Base.

Mengdavid added that Cambodia’s engagement with Russia reflects a diversified foreign policy, aiming to build partnerships without exclusivity.

He noted that ties, rooted in the Soviet era, remain low-intensity but pragmatic, with gradual expansion into energy, technology and human capital development through scholarships and scientific exchanges.

Russian Ambassador Anatoly Borovik called the visit a milestone in the 70th anniversary of diplomatic relations, stressing that naval cooperation strengthens military-to-military ties.

The vessels Sovershenny and Rezky from Russia’s Pacific Fleet docked on April 6 with 262 crew members.

Rear Admiral In Sokhemara welcomed the ships alongside Cambodian naval personnel, with Borovik attending the ceremony.

The programme includes cultural exchanges and a friendly football match, underscoring Moscow’s outreach and Cambodia’s balancing act in regional diplomacy.
