Massive reintegration plan launched as nearly one million migrant workers return

PHNOM PENH, April 9, 2026 (KPT) – Authorities have launched a large-scale reintegration programme to absorb nearly one million Cambodian migrant workers returning from Thailand, officials said Thursday, as the government steps up support for employment and skills development.

The Ministry of Labour and Vocational Training reported that around 970,000 Cambodians had returned as of the first quarter of 2026. In response, more than 30 measures have been introduced since mid-2025, covering border reception, job placement, and vocational training.

Six reception centres have been established at key border crossings to provide immediate assistance, including food, shelter, healthcare, and job information. Authorities have also expanded job-matching services, organised job fairs, and launched a dedicated hotline.

So far, nearly 670,000 returnees have secured employment, while more than 90,000 additional job opportunities have been identified across industry, agriculture, and services. Officials said further job creation is expected from new investment projects.

Skills training remains a central focus, with free vocational programmes, short-term courses, and a “seven-day factory training” scheme offering allowances and guaranteed employment.

The government is also preparing to support an additional 300,000 Cambodian workers still in Thailand, amid uncertainty over work permits. The initiative highlights efforts to stabilise the labour market, support returning workers, and sustain economic growth.
