Cambodia, Korea Step Up Labor Cooperation to Boost Jobs and Investment

PHNOM PENH, April 22, 2026 (KPT) — Cambodia and the Republic of Korea have pledged to deepen cooperation in the labor sector, aiming to expand job opportunities for Cambodian workers and strengthen the country’s investment climate, officials said Tuesday.

Labour Minister Heng Sour met Kim Chang Yong, Korea’s newly appointed ambassador to Cambodia, to reaffirm commitments on worker protection, labor mobility and human capital development. Both sides also stressed the need to create a more transparent labor market and conducive environment for foreign investors.

Sour welcomed Korea’s continued support, citing employment quotas and streamlined visa processes that make Korea an attractive destination for Cambodian workers. He highlighted competitive wages, favorable conditions and skills acquisition as key benefits.

The minister pointed to Korea’s wider role in Cambodia’s development, from infrastructure and vocational training to digital transformation and social protection. A recent KOICA backed workforce project was noted as a milestone in aligning skills with industry demand.

Authorities also outlined efforts to tighten work permit rules and combat online crimes to reduce risks of exploitation. Ambassador Kim praised Cambodia’s focus on human capital and its support for Korean investors and nationals.

Both countries agreed to build on frameworks such as the Cambodia–Korea joint working group and explore new mechanisms to address emerging labor challenges. With bilateral ties approaching their 30th anniversary in 2027, officials expressed confidence the partnership will continue to deliver jobs, skills and sustainable growth.
