Cambodia rejects use of online scam issue as pretext for territorial infringement, UN envoy says

NEW YORK, May 13, 2026 (KPT) — Cambodia has rejected attempts to use online scam activities as a justification for territorial encroachment, its envoy told a United Nations forum on Wednesday.
Duek Vannarith, Adviser and Permanent Representative to the UN, made the remarks at the 2nd International Migration Review Forum, stressing Phnom Penh’s commitment to the Global Compact for Safe, Orderly and Regular Migration through its 2024–2026 National Implementation Plan.
He said the government aimed to deliver practical benefits for migrants and society while tackling transnational crime.
He pointed to the Law on Combating Technology-Based Fraud, enacted in April, as part of wider measures against evolving cross-border criminal activities.
Cambodia, he said, opposed any attempt to use the issue of scams as a pretext for abuse or violations of sovereignty.
Political analyst Kin Phea accused Thailand of breaching international law by deploying troops and foreign observers in disputed areas, calling the move an infringement of Cambodia’s territorial integrity.
Deputy Prime Minister Sun Chanthol earlier described the crackdown on scams as central to keeping Cambodia “100 percent safe” for investment and tourism.

The National Assembly this week approved legislation criminalising scam centres, recruitment, malicious data collection and money laundering, granting authorities powers to detain suspects, freeze assets and confiscate property.
Prime Minister Hun Manet has warned scams pose a serious threat to citizens and growth, urging stronger enforcement. Officials said the reforms align with international standards and aim to reinforce public trust while safeguarding Cambodia’s digital economy.
