Cambodia to Launch Conscription Training by End‑2026

PHNOM PENH, May 28, 2026 (KPT) — Cambodia’s armed forces will begin training the first group of conscripts under the country’s newly enforced military service law by the end of 2026, a senior defence official said Wednesday, outlining a system designed to strengthen national defence while applying equally to all citizens.
General Meas Savorn, Director General of the General Department of Military Services, told a press conference that only a small proportion of eligible youth would be recruited.
“Around 1.5 to 2 percent of those of age will be selected for compulsory military training,” he said, stressing that selection would depend on the military’s operational needs.
He added that training institutions under the Ministry of National Defence were prepared to receive new recruits.
The law, enacted last week by royal decree signed by Senate President and Acting Head of State Samdech Techo Hun Sen, requires Cambodian men aged 18 to 25 to serve for 24 months, with possible extensions in exceptional cases.
Women may volunteer, while dual nationals residing in Cambodia are also subject to the law.
Gen Savorn said conscripts completing service could be given priority to join the professional military or remain as reserve forces until the age of 45.
He emphasised that the law would be applied without discrimination.
“It does not matter whether they come from rich or powerful families or poor families, everyone must fulfil this obligation equally,” he said, warning that attempts to evade service would trigger legal action.
Officials described conscription as both a civic duty and a contribution to nation‑building.
The government has framed the measure as part of broader efforts to modernise the armed forces and reinforce national unity, with the first intake expected to mark a significant milestone in Cambodia’s defence policy.
