Cambodia Says Thai Border Survey Activities Violate Bilateral Agreements

PHNOM PENH, June 25, 2026 (KPT) — Cambodia has accused Thailand of violating existing border agreements through recent survey activities along the frontier, lodging a formal protest over what it described as unilateral actions.

Government spokesman Pen Bona said a Thai land‑survey team, accompanied by around 25 civilians and nine vehicles, conducted measurements and installed boundary markers between June 18 and 22 in Chok Chhay Village, Ou Bei Choan Commune, Ou Chrov District, Banteay Meanchey Province.

The activities took place between Boundary Markers 46 and 47, he said, breaching Article 5 of the 2000 Memorandum of Understanding on border survey and demarcation.

Bona added the actions contravened the 2003 Terms of Reference and minutes of a Cambodia‑Thailand Joint Boundary Commission (JBC) meeting in October 2025, as well as tension‑reduction measures agreed at the General Border Committee’s third special meeting in December 2025.

“Cambodia rejects any unilateral attempt to alter the border line or make territorial claims,” Bona said, stressing the activities would not affect Cambodia’s legal position regarding its international boundary.

He urged Thailand to halt unilateral actions, reduce tensions and support peaceful resolution mechanisms.

He noted Cambodia’s JBC side had sent a diplomatic note on June 15 requesting the resumption of Joint Survey Team operations, but said Thai authorities had repeatedly delayed, citing internal procedures.
