E‑Parliament training launched to drive Cambodia’s digital governance reform

PHNOM PENH, July 6, 2026 (KPT) — The Secretariat‑General of the National Assembly has launched a training course on the use of Cambodia’s new e‑Parliament system, marking a significant step in advancing digital transformation and strengthening governance.

The opening ceremony was presided over by Leng Peng Long, Secretary‑General of the National Assembly, with Deputy Secretaries‑General, Inspector‑General, Directors‑General, senior officials, trainers and about 140 trainees in attendance, while others joined virtually.

Peng Long said the training is part of the implementation of Prime Minister Hun Manet’s Pentagonal Strategy‑Phase I, which identifies digital technology as a key pillar of public administration reform and digital government development.

He noted that under the leadership of National Assembly President Khuon Sudary, the Secretariat‑General is modernising its administration toward the realization of an “e‑Parliament,” aimed at improving efficiency, transparency and operations in the Seventh Legislature.

He stressed that the transition requires not only technical upgrading but also a shift in workplace culture, with effective implementation depending on active participation and digital literacy.

Peng Long urged trainees to engage fully with the system to become competent “digital officers,” while calling on trainers to provide clear guidance and ensure strict compliance with cybersecurity protocols.

The program, organised by the ICT General Department, runs from July 6 to 10 in morning sessions.

Officials said the reform effort focuses on strengthening systems and developing human resources, positioning the National Assembly as a model of digital governance in Cambodia’s broader transformation agenda.
